Thank you for your leadership in sponsoring the Emergency Rental Assistance & Rental Market Stabilization Act. I was so pleased to see that it was included in the recently passed HEROES Act, along with many other critical provisions that will increase housing stability for Washington residents and other across the country! The National Low Income Housing Coalition estimates that an alarming number, over 300,000, Washington working renters are in need of rental assistance. The Coalition estimates that providing assistance to everyone in Washington who needs it through June 2021 would cost over $3 billion. It is clear that ensuring housing stability will continue to be crucial for many months. This is especially true for low-income renters and communities of color who are disproportionately impacted by COVID-19 and already faced historical inequities in housing. To respond to these needs, Congress must provide at least $100 billion for emergency rental assistance to prevent mass evictions and increased homelessness and to ensure the continued viability of our country's essential affordable housing infrastructure. This coupled with a uniform moratorium on all foreclosures and evictions to address the current patchwork of moratoria is needed to assure each of us we won’t lose our homes during the pandemic. The next relief package must also include an additional $11.5 billion in Emergency Solutions Grant (ESG) funding. This combined with the $4 billion previously provided in the CARES Act will reach the funding level needed to expand access to emergency shelter, short-term rental assistance, and housing stabilization services. It should also include $8.5 billion to ensure that public housing authorities can continue to operate at full capacity. The importance of having a safe, stable home has never been clearer and achieving that for everyone will take unprecedented federal support.
