Evictions in Washington are pervasive - 130,000 in a recent five year period - and disproportionately impact African Americans. Currently landlords can make someone move for any reason - or no reason at all - with only 20 days notice. That's not enough time for people to find a new home and pay for all the moving costs, and can sometime mask discrimination and retaliation.
